The FDA’s warning concerns temporary tattoos that are made with “black henna” ink containing para-phenylenediamine (PPD). People who have gotten this temporary ink have experienced extreme side effects including, ‘redness, blisters, raised red weeping lesions, loss of pigmentation, increased sensitivity to sunlight, and even permanent scarring.’ What you thought was going to be temporary turns into tattoo regret. And sooner than you know it you will be looking into tattoo removal, temporary or not.
So what is “black henna”? Apparently, ‘black henna? is actually a coal-tar product that is approved for use in hair dye. The FDA does have temporary tattoo regulations, ‘Henna, is a coloring made from a plant, and approved only for use as a hair dye. It is not approved for direct application to the skin, as in the body-decorating process known as mehndi. This unapproved use of a color additive makes these products adulterated and therefore illegal.’ The photos below show how damaging “black henna” can be.

You could find yourself undergoing temporary tattoo removal. Cosmetics, including temporary skin-staining products that are sold on a retail basis to consumers must have their ingredients listed on the label. Without such an ingredient declaration, they are considered misbranded and are illegal in interstate commerce.
